Notwithstanding EU, India should intervene (even militarily) for conducting elections only if NRF promises secular Afghanistan. By Hem Raj Jain


On a motion moved by 20 European Union (EU) Members of Parliament which also suggested regular dialogue with India on the Afghan issue (as reported at ) the EU Parliament has on Thursday invited Panjshir resistance leader Ahmad Massoud of ‘National Resistance Front’ (NRF) as reported at  .

This proves that the EU wants India to play a major role for resolving the Afghan crisis and which provides a golden opportunity to India to discharge its responsibilities as a leader of SAARC, but India can successfully do it if it does the following:-

(1)- Though the EU does not envisage military intervention by India but India should be prepared for this also otherwise nothing can be improved in Afghanistan. India’s objective should be to conduct elections in Afghanistan under protection of ‘Peace Keeping Force’ (mainly to be provided by India) and adequate civilian manpower for carrying out elections (election Commission, police force, election conducting staff, voter lists preparation staff etc).

2)- India should not commit the mistake as was done by the USA and its allies including NATO of keeping Afghanistan a theocratic State (which naturally promoted and facilitated militant Jihadis) . Instead India should make it clear to the EU and world community and NRF that India will enter Afghanistan only if Afghanistan adopts a secular constitution.

(3)- India should make it clear that it will come out of Afghanistan only when thus elected Afghan government feels comfortable and capable of running the government on its own. The expenses for this (to be incurred by India) shall be provided by the Afghan elected government if not in cash then through raw materials etc. Before entering militarily in Afghanistan India should bring its relations with three Afghan border sharing countries on an even keel namely with  Iran, Pakistan and China as explained below.  (4)- As far as  Iran is concerned India should talk to Biden-administration not only about reviving the Iran nuclear deal (in original or in amended form so that India can again start importing oil from Iran) but also to persuade the USA to formulate some practical policy (after talking to P4 and other influential members of the UN) about stopping nuclear-proliferation and denuclearization so that no country gets divine right to have nukes.

(5)- As far as Pakistan is concerned:-

(i)- Due to forced & illegal population transfer (illegal because there was no provision of population transfer in ‘Indian Independence Act 1947’) on the basis of religion, the partition of India is a legal fraud (which has thoroughly communalized Indian region and has caused many wars in the past and will cause many more in future, if not reversed). India got further communalized due to the fact that Muslims remain same rather increased a little to about 15 % in India (if Muslim illegal immigrants are also counted) whereas about 20 % Hindu population from each of Pakistan and Bangladesh were forced out. This illegal partition  happened when India was a member of the UN since 1945. Hence India is under no legal obligation (under international laws of the UN) to accept its partition of 1947. Therefore the Government of India (GoI) should demand through the UN the ‘dual citizenship’ from Pakistan and Bangladesh to about 160 million Hindus, Sikhs and Muslims who were forcibly & illegally displaced due to partition of India (along with proper law & order in Pakistan and Bangladesh for these 20 % Hindus & Sikhs). 

(ii)- India through the UN should demand plebiscite in united J&K (as mandated by IoA of J&K to India and also by UN resolution) and in Balochistan (who’s IoA was taken by Pakistan under military pressure) after ensuring both these territories free from outsiders.

(6)- As far as China is concerned :-

(i)- Unlike political problems with Pakistan (due to Kashmir & Balochistan problems) India’s problem with China is legal hence India should refer Indo-China border dispute to ‘UN Judicial Commission’ for its peaceful resolution which China can’t refuse being a permanent member of the UN.

(ii)- On the instigation of the USA India should not create hurdles in CPEC / BRI etc instead India should offer access to Kandla port etc to China for its goods to and from Arabian sea.

(iii)- India should know that Tibetans living in India (Dalai Lama and office bearers of ‘Central Tibetan Administration’ at Dharamshala) are duplicitous and over-smart people hence should ask these Tibetans whether they want Tibet to be part of China or an independent country and then only India should formulate Tibet policy. As far as the human rights of Tibetans in China, it can be taken-up through human rights laws as per ICCPR of the UN. 

(iv)- When India is demanding and agreeing for a plebiscite in united J&K and Balochistan, there is no reason why India should not support a similar plebiscite in Taiwan whether Taiwan wants to remain an independent country or a part of ‘People’s Republic of China’. In case Taiwan opts for independence and even then China tries to forcefully grab Taiwan, India should join the world community for appropriate remedy. 


(v)- India should leave Quad which is unnecessarily angering China. It is the responsibility of the UN to address international disputes and problems like freedom of navigation in international waters, land & maritime borders etc. India should understand that the USA is trying to be over lenient with China where it allows China to be a veto-wielding permanent member of the UN and at the same time the USA expects the international disputes involving China to be resolved by India, UK, Australia, Japan, other countries of Pacific etc. 

(7)- The USA and its allies could not succeed in Afghanistan because the civil administration of Afghanistan was very inefficient and  corrupt. India should know that very few Britishers could govern much bigger India because they provided efficient leadership with high morale in the form of Indian Civil (now converted to Administration) Services the IAS, Indian Police Services the IPS and Indian Judicial Services the IJS. Hence India should provide competent officers who will work in administration, police and judicial services of Afghanistan at crucial positions. 

(8)- In the previous presidential elections in Afghanistan in 2019 only around 1.6 million showed up from the 9.7 million registered voters and elections were rigged hence even results were not declared for months and two candidates (Ghani and Abdullah) took oaths for office. Hence India should ensure that all the Afghans (refugees in other countries) return to Afghanistan and their names are included in the voter lists. Moreover voting should be in person by paper ballot and counting of votes should be by hand without machines. Such elections should satisfy Taliban too which (along with Pakistan) claims that they enjoy support of the people of Afghanistan. 


(9)- Only an economically / financially sound country can take-up such an Afghan mission and can make it successful. India should not think that it is economically poor country rather it should start recovering Rs 1,000 Lakh Crore (trillion) income tax from about one million fake farmers as mentioned at  and  so that this money can be used not only for improving the economy of India but also to give courage to India for taking-up this Afghan mission. 

It is hoped that India will intervene in Afghanistan militarily and more than what is expected (by the European Union and even by the USA) from India in order to bring relief and succor to Afghans who are living in the SAARC region (led by India) and who are looking towards India with fond hope.
