Appointment of former IB Director is repetition of another stunt by Modi Govt, a Congress follow-up

New Delhi: October 25, 2017. (PCP) Prof.Bhim Singh, Chief Patron of National Panthers Party & Sr. Executive Member of the Supreme Court Bar Association besides Co-Chairman of International Conference of Lawyers has welcomed Mr. Modi, the Prime Minister of India that problem of the people of Jammu and Kashmir can neither be solved by bullets nor by ballets but by a healthy dialogue. NPP Supremo differed with Prime Minister saying that the issue of Jammu and Kashmir has to be understood by those who rule India from New Delhi, this so-called problem of Kashmir has to be understood by all. The Govt. of India has no understanding of the problem of the people of J&K. The leadership of India has been providing medicines after medicines even conducting high profile operations for the past 67 years since the Maharaja of the State of Jammu and Kashmir had acceded to the Union of India like other 575 rulers of other States yet J&K was not merged with the Union of India on 26th January, 1950 and Jammu and Kashmir has been kept out of the scope of the Indian Constitution as well as away from Chapter-III of the Indian Constitution which contains Fundamental Rights. Prof.Bhim Singh said that appointing interlocutors has been an old practice adopted by the Congress rulers just to delay the process, keep the State on anesthesia as is done with the patience suffering from acute pain. This has been the condition of Jammu and Kashmir from Leh to Srinagar to Jammu. Prof.Bhim Singh said that appointing the so-called interlocutors was an old game-plan of the British rulers. Mr. K.C. Pant was appointed in 2001 for a short time. He was replaced by Mr. N.N. Vohra as interlocutor in 2003. This practice was repeated in 2010 when a committee of three interlocutors headed by an eminent media person Mr. Dilip Padgaonkar which had submitted a report publicized and circulated by Govt. of India. How much these reports helped and what was the follow-up action nobody knows about it. Prof.Bhim Singh said that he had experienced all these interlocutors and studied their findings which had left no effect on the situation. Prof.Bhim Singh described the appointment of Mr. Dineshwar Sharma, a retired IB Director, as an attempt to insert another doors of anesthesia on the patient, people of J&K today. Prof.Bhim Singh asked Shri Ramnath Kovind, the President of India to declare proviso in Article 370 (3) as dead because there is no Constituent Assembly in J&K today. The President of India today enjoys absolute power vested in him by the command in Article 370 to make any changes or even wipe out the existence of Article 370. Prof.Bhim Singh suggested that President of India should amend Article 370 because he has absolute power to amend/change this provision namely Article 370 which was vested in him by the Constituent Assembly of India. The President of India does not need even advice/opinion of the Govt. of India under the command of Article 370 (3)--minus proviso which is non-existent in terms of the command of Article 370. In the meantime, NPP Supremo suggested that President should declare Article 35(A) as withdrawn because this Article was vested by the President in 1954 without due process of law or in violation of the procedure established by law.
