Karachi: March 20, 2010. (PCP) Pakistan Christian Congress PCP Central Council have clarified that Pakistan Muslim League (Q) never awarded Dual Voting rights to minorities in any national general election during Musharraf regime as claimed by Chourdy Parvez Ellahi in a Christian rally in Gujrat. The Dual Voting right is long standing demand of Pakistan Christian Congress PCC that Christian may cast their votes to Muslim candidates in their respective constituencies and may also elect their representatives by their votes. The Dual Voting right is practiced by Azad Kashmir Muslims living in Pakistan territories where they vote for Azad Kashmir legislative assembly and also for National Assembly of Pakistan in respective constituencies Pakistan Christian Congress PCC adopted demand of Dual Voting Right in National Convention of PCC at Lahore in 1985, when General Zial-ul-Haq awarded Separate Electorate to Minorities. PCC viewed that Separate Electorate with Dual Voting right will keep religious minorities in mainstream politics of Pakistan and delimitation of constituencies on reserved seats for religious minorities shall make elections more transparent. Pakistan Christian Congress PCC always rejected Joint Electorate system because it bars Christians to elect their parliamentarians but enable Muslims to select minorities representation of their own choice . The Muslim political groups always preferred Joint Election system because they can enjoy Christian vote bank and select any Christian on reserve seat who may speak their voice. The 20 million Pakistani Christians enjoyed Separate Electorate and elected their parliamentarians in national general elections from 1985-2002. The elected Christian members in National Assembly of Pakistan and four provincial assemblies under Separate Electorates raised voice on floor of houses which was never appreciated by Muslim political groups in Pakistan. Shaheed Benazir Bhutto in meetings with PCC delegation led by Nazir S Bhatti, promised to allocate Dual voting rights for Christians and other religious minorities in Bilawal House Karachi. Shaheed Benazir Bhatti always regretted PPP decisions to nationalize missionary schools, colleges and hospital in 1971, and vowed to bring Christians in mainstream politics with Dual Voting rights. The Catholic Church of Pakistan and Bishops Conference always opposed Separate electorate or election of Christian parliamentarians because they lost VVIP status in government which they enjoyed before 1985. The Bishops Conference in Pakistan was running missionary institutions as business concerns since independence of Pakistan in 1947, and poor Christians were never beneficiaries of missionary schools and colleges. The questions were being raised by few elected Christian parliamentarians and Christian political groups that why Christian in Pakistan are illiterate when there are hundreds of missionary convents and schools? The formation of separate Urdu medium school in some cities by churches were also discussed which scared Bishops Conference and clergy proposed Joint Electorate. The 90% Christians in Pakistan are illiterate and suffering hunger when they are unable to compete Muslims in any profession on merit. There is hate towards Christians in government schools where Muslim students treat them as untouchables and missionary schools have no admission for them. President of Pakistan Christian Congress PCC Nazir S Bhatti said that imposition of Joint Electorate was conspiracy hatched by Dictator Musharraf, Muslim political groups and Bishops Conference to end voice of Christians in Pakistan. “PML(Q) never allocated Dual Voting right for minorities but snatched voting right of Christians in collaboration with President Parvez Musharraf” said Nazir Bhatti “I urge Pakistan Peoples Party PPP leadership to follow path set by Shaheed Benazir Bhutto who promised us to legislate Dual voting rights in presence of her reliable political secretary Naheed Khan at Bilawal House Karachi and retreated same in public when she was premier of Pakistan” added Nazir Bhatti Nazir Bhatti said Joint Electorate have made millions of Pakistani Christians voiceless in Pakistan and if PPP, PML(Q) PML(N), MQM, ANP or any other Muslim group publicly promises to allocate us Dual Voting right PCC will join hand with them.
