Govt. urged to relax disability registration and political representation. AWAM

Sargodha: March 1, 2014. (PCP) On 26 February 2014, under the umbrella of Association of Women for Awareness and Motivation (AWAM) in collaboration with Social Development Network and CBID Network organized a consultation meeting entitled “Disability Legal Framework for Creating Inclusive and Accessible Environment” held at Solo Hotel at Sargodha. Among the dignitaries, Nazia Sardar (Director-AWAM), Rosy Diwan (Director-SDN), Muhammad Shafique Dogar (District Coordination Committee), Asif Shah (Pakistan Bait-ul-maal), Shahid Latif Khan (District officer-Labour Department), Mohammad Ayub (Maneger- Labour Department), Ch. Imran Ghuman, Nadia Shah (Social Welfare), Kiran Kamran (Taang Wasaib org.), Ashfaq Ahmad Tariq shared their views. The main purpose of this consultation was to address the challenges facing persons with disabilities related to disability registration process, and causes of the rejection of bill for the allocation of reserved seats for persons with disabilities. Speaking on the occasion, a disability rights advocate, Naseem Anthony said, "National Assembly’s standing committee for law and justice has rejected the proposed bill for the allocation of special seats for disabled persons. It is injustice towards person with disability. He demanded that the bill for the allocation of special seats for disabled person should be passed. According to the CRPD, article no.29, person with disability should be given the right to take part in politics. It is certain that person with disability should take part in politics directly or indirectly on equality basis. They should also have a right to cast a vote and get representation in field of politics fully." A disability rights activist, Shazia George condemned the act of national assembly’s standing committee for law and justice for rejecting the proposed bill for the allocation of reserved seats for persons with disabilities, as its rejection hindering their political representation is equivalent to restricting their inclusion in the mainstream. The rejection of bill is a shameful incident, because it causes the heart rending and discouragement of person with disability. After the ordinance of 1981, new laws has not been introduced, and Person with disability are deprived of their due rights for 32 years. A visually impaired, Prof. Dr. Shah Iqbal said, "Person with disability are facing negative attitudes and behaviors of society which are the main hurdles, to their success. Positive attitudes should be developed in each individual of society." "There is needed to make economic structure more accessible for Person with Disabilities. The person with disability should be economically strong, so they can live their life independently, not on the pity or sympathy of others," he added. A psychologist, Ayesha Siddiqa said, "Inclusion for all, in all departments of life. The basic rights of person with disability should be provided to them such as; right to live, education, health and reasonable accommodation." "The weak bond between government and public are creating dilemma and the problems of person with disability are increasing day be day. She demanded that government should follow the laws and policies strictly concerning person with disability. At local level, the awareness raising campaigns about CRPD must be initiated for the citizens," she added. The chairman of Pakistan Bait ul Mall, Ch. Imran Ghuman said, "Basic rights should be achieved without discrimination. Social injustice has swell in our country and deserving people are deprived. Therefore, person with disability has to raise their voices against the social injustices. Government is also trying to achieve this purpose. I assure that the department of bait-ul-maal is playing its key part to make an accessible environment for person with disability." The chairman of District Coordination Committee, Shafique Dogar said, "The civil society organizations must provide help to person with disability in filling the form to make the registration process accessible and easy for them. The disability registration forms should be translated into Urdu soon, for the better understanding of person with disability, and reducing burden of expenses for traveling & tests on them." The representatives of civil society and government departments joined this consultation meeting namely Social Development Network, Govt. Shadaab Training Institute, STAR Welfare Organization, Taang Wasaib Organization, Pakistan Association of the Blind, Galaxy International Foundation, Labour Department, Social Welfare, Special Education, Punjab and Pakistan Bait-ul Maal.
