Funds allocated for surveillance of Shrines in doldrums

KARACHI: May 15, 2015. (Nazir Siyal) All major ongoing development schemes among Scanners, CCTV surveillance worth Rs 1447.216 million allocated funds at various Dargahs/Saint places could not be utilized since all in vain. A number of development schemes for Dargahs in Sindh still in doldrums due to apathy of Provincial Department Auqaf & Religious Affairs Sindh. Auqaf failed in utilization of funds told in quarterly report by the finance department in Sindh Assembly. According to details, there are several schemes still in doldrums among the expansion and repair and renovation of famous Dargah Lal Shahbaz Qalander at Sehwan Sharif with cost Rs. 460.797 million could not be utilized since 2013-14 and till the date. There have been no single penny utilized at various other Dargahs in province and a complete failures of concerned department reported in financial brief to elected representatives in Sindh Assembly as for proper budget preparation and suggestions before 2015-16 annual budget. It is also pertinent to be mentioned here that the Auqaf Sindh allocated funds Rs. 20 million to cop up terrorist activities and security surveillance and installation of CCTV cameras, walk through gates, scanners were not placed at various Dargahs of Sindh as yet. It is observed that Auqaf Sindh is not sincere to protect the lives of common men despite of allocated funds issued for the objectives to protect the saint places/Dargahs in Sindh. The corrupt official serving for long years in one department but no changes have been made since the illegal appointment made confirmed the sources. Auqaf Department Sindh have observed violation of High Court orders and heavy corruption in various schemes, there is no such development work have been completed at various Auqaf properties and places told sources. Sindh Auqaf Department had issued tenders in various locations for new schemes 2012-13 but no work done or still in doldrums and some of ghost schemes have been reported sources disclosed. Sources in Auqaf Department Sindh proposed schemes at various locations of province but did not completed or heavy misappropriation have been observed, these schemes are incomplete at various Dargah/Saint places in Karachi, Sukkur, Hyderabad Larkana, Jamshoro-Sehwan, Mattiari, T.M Khan, Dadu, Badin and other parts of Sindh. When contacted Chief Administrator Abdul Rehman Channa working for a long in the department and there is no transfer have been made of him as for High Court cases still pending against him for his violation he did not respond the calls even asked to comments. Chief Administrator Auqaf Sindh at Hyderabad continuously violates Court orders with reference of an ongoing CP No: D 287/2013 against Sindh Department Auqaf in Karachi High Court regarding appointments and other contractual positions, those yet not decided for 3 years. Despite of obeying the orders, Chief Administrator of Auqaf Department had made further three appointments, a complete violation of High Court orders sources confirmed. Among a working employee Riaz Hussain, who is on contractual position have also filed a petition against the appointment as he is waiting for salaries and his regular job with department. Applicant Advocate Riaz Hussain had filled his CP No: 6730/2014 against the regularization and equal opportunity with other his colleague appointed named Faiz Mohammed Awan he told.
