New Delhi: June 13, 2015. (PCP) Prof. Bhim Singh, Chief Patron of National Panthers Party and Member of NIC has urged Shri Pranab Kumar Mukherjee, President of India to intervene in the interest of the security of the state which stands seriously threatened vis-à-vis J&K following the seditious and treasonable acts by some enemies of the state like hoisting, Pakistani, Khalistani and now Islamic State flags at different places with an intention to create hatred between the communities and spread anarchy with an intention to destabilize India. It has been happening continuously from the day one the present BJP-PDP alliance government has taken over. NPP Supremo urged the President of India to authorize the Governor of J&K to issue a proclamation under Section 92 (1)(a), (b) to assume to himself all the functions of the state including the security and law and order as a situation has arisen in J&K in which the Govt. of the state cannot be carried on in accordance with the provisions of J&K Constitution. This is a matter of record and fully supported by the facts and circumstances prevailing in J&K ever since the present hotch-patch government has assumed the power. The NPP Supremo said that the borders have become insecured, the army and the security forces have been put to embarrassment and publicly abused and accused by the ruling party in the broad day light which has been lowering the dignity and authority of the security forces. He said that the anti-national forces have been aided and abetted by the ruling PDP which is a matter on record, the President may solicit the opinion of Shri N.N. Vohra, the Governor of J&K in this regard. The ruling parties namely, BJP and the PDP are poles apart and have been using the government as a ploy to continue their loot of the exchequer and there is a war between the two over financial and political interests. The latest unrest in Jammu was sponsored by the ruling parties to create a communal conflict and spread hatred. This needed a judicial inquiry to identify the real culprits and the conspirators behind rather than holding a so-called magisterial inquiry just for eye-wash. The President of India has to exercise his authority under Section 92(5) which says that the Governor shall issue proclamation to assume power of the government only after such concurrence is given by the President of India. It is the Constitution of J&K (not Indian Constitution) that has vested power in the President to intervene. Any silence on the part of President of India shall encourage the enemies of India and those waging war against the country. The present situation arisen in J&K has threatened the security of the state, national flag and the territory. Besides, the present coalition government has failed in totality to save the interest of the state and provide security and protection to Indian citizens. Prof.Bhim Singh has urged the President of India to intervene in the present situation in the state and act in accordance with the powers vested in him under the Constitution of J&K and that of the country without any delay. Lest the flames engulf the entire nation! The message that 'J&K was India, is India and shall be India' must go across the nation and to the entire world without any confusion or reservation. Of course, this is what Section 3 of the Constitution of J&K states.
