LARKANA: July 12, 2015. (PCP) Likewise failures of other mega projects, home-town of founder PPP Z. A Bhutto and slain former Prime Minister Benazir Bhutto plunged into the darkness due to heavy corruption and mismanagement in 100 million Solar Energy Street lights scheme.
According to reports, the city had plunged into the darkness for a year back, due to administration apathy; there is a complete failure of mega scheme launched to install solar energy streets lights in Larkana city in previous PPP led government worth about Rs 950 million.
The Larkana yet to be a Paris or dream of Bhutto still idealism, inefficiency of administration and misuse of funds for all the mega schemes the city plunged into the darkness, which once the night crime reaching its peak at night.
The contracts of Solar Energy Street light in 2011 was awarded on favoritism to inexperienced PPP workers and former President of Chambers of Commerce & Industry Larkana to install such kinds of Energy Street lights in Larkana city 317, Ratodero 144, Naudero 156 numbers to overcome the load shedding issues and or saving of utility bills etc.
On the occasion, inexperienced companies Om Parkash, Khawar Electric and others were assigned task to install Energy Street lights scheme for the years to brighten the city of Larkana, but it is irony that such companies were failed to provide quality and sub-standard equipments with dry batteries installation at all parts, resulted the city plunged in to the darkens before the completion of scheme.
During installation and after completion several Solar Energy Street lights were remained out of order and the scheme completed on 2013 by the district building department and it was failed to light/brightness all the parts, but the city remained under the darkness. Then AEN District Building Department Shamshad Shaikh had told that the said project handed over to the TMA for further maintenance but they failed to take the issues he told.
Besides, after failure of Solar Energy Street lights Sindh government approved more funds Rs. 5 million for Taluka Municipal Corporation Larkana to further installation of electricity street lights in 2014. But Larkana Municipal Administration did nothing to mitigate the problems of home town of Shaheed Z. A Bhutto and Shaheed Benazir Bhutto and dragged into the darkness for couple of years reports said.
While, SEPCO officials among Executive Engineer Mushtaq Burdi told that TMA Larkana is the defaulter of 900 million and SEPCO has disconnect electricity of several Larkana parks including Zulfikar Bagh, Jinnah Bagh, Bakhtawar Park, Shahnawaz Park and street lights for the years.
Whereas, TMA failed to provide services to the citizens and it is now minting mines agency of corrupt sitting officials politically and the monthly OZT budget is over 44 million of Taluka Municipal Larkana confirmed the reports.
When contacted the concerned Municipal Commissioner Abdul Hameed Pathan about the issues, but he was not responding the phone regularly. It is unfortunate that District Administration Larkana and other authorities concerned are turned their deaf ears to take action against the TMA and redress the public issues and darkness of the city.
On the occasion, the citizens of Larkana will perform this Holy Eid festival under the darkness due to incompetent officials and present government. The citizens and civil society has appealed to the Prime Minister of Pakistan, Chief Justice Supreme Court, NAB, DG Rangers, CM Sindh and others to take notice of mega corruptions in Larkana to restore street lights and other basic facilities.
