Local Government Act 2025 and the Disappointment of Pakistani Christians Report by Dr. Emanuel Adil Ghouri

Sialkot: On October 13, the Punjab government passed the Punjab Local Government Bill by a majority vote, ignoring the interests of minorities and the concerns of the opposition in the broader interest of the majority. In the elections administered under this act minorities will not have the right to elect their representatives through their own votes after this anti-minority decision of the government 2.6 million Christians of Punjab will be political slaves of the elected muslim representatives of the local union council. The authority to nominate a Christian representative from each union council will be the 9 muslim 8members of the union council who will be directly elected  It is as if the Punjab government will recruit 7602 new Christian political slaves from all over Punjab through this system, who will play the role of government heirs by building bridges of praise in every house. 
This is not the first local government act based on injustice with the democratic rights of minorities in basic democratic institutions. The local government acts of 2013. 2021. 2022. also do not give minorities the right to elect their representatives through their votes. 
Whenever these acts have been made, minority representatives have never been included in the committees that drafted them, nor have minority representatives had the opportunity to play their role in the debate on them in the assembly, lobby within their party for this right of minorities, draw attention, or draw the attention of the government through notices. They have been unable to play their role in this. And they have always voted in support of these anti-minority acts, which shows that these members who come to the provincial assembly on the basis of minority identity are actually loyal to their parties and not to the nation. 
The Punjab Local Government Act 2019 provides specific rights to religious minorities to vote for both general and reserved seats in local government elections. An amendment allows minority voters to vote for seats reserved for their religious minority. Unfortunately, minority representatives could not retain this in the Acts of 2021, 2022 and 2025. 
A few months before the approval of the Local Government Act of 2025, some Christian MPAs made fiery speeches on the floor of the Punjab Assembly and said that although we are part of this house thtough   the selection system, we demand that minorities be given the right to elect their representatives through their own votes, including in local bodies, until the elections to the national and provincial assemblies. 
I had said at that time that this inflammatory rhetoric is just a trick that may make your speech go viral, but it will not benefit the nation. Then time has proven that when the time came for these MPAs to assume their responsibilities, they did not dare to demand this right from their party, but voted in favor of this anti-minority bill 
The Local Government Amendment Act 2025 is a continuation of the previous Act 2022, in which the government has added seven new amendments according to its needs. It is worth thinking that where seven amendments can be made under the theory of necessity, why could not the eighth amendment be included while respecting the wishes of 2.6 million Christians? But it was not demanded by the selected representatives of pakustan christian community
