Rawalpindi: A 21-year-old Christian woman has been shot dead inside her family home in Rawalpindi after allegedly rejecting the unwanted advances of a Muslim neighbour, while her teenage stepbrother was reportedly abducted and threatened following the killing, leaving the grieving family fearing for their own safety.

CLAAS-UK has strongly condemned the killing of Saba Mehboob and called on the Pakistani authorities to ensure the immediate protection of her family, a full, transparent and impartial investigation, and justice for Saba.

Saba, a member of Pakistan’s Christian minority community, was killed at her parents’ home in the Dhoke Ratta/Ratta Amral area of Rawalpindi on the night of 3 September.

According to the family, the alleged assailant, Adnan Butt, was a Muslim neighbour who had reportedly been harassing Saba and making unwanted advances towards her. Saba had rejected his advances, and the family believes that her refusal may have contributed to the circumstances leading to the fatal attack.

According to the FIR, Butt allegedly entered Saba’s family home armed with a pistol and shot her in the forehead, killing her at the scene.

The case was subsequently registered at Ratta Amral Police Station as FIR No. 512/26. Police reportedly began efforts to apprehend the alleged perpetrator.

The circumstances surrounding Saba’s family following her killing are particularly disturbing. According to the FIR, Saba’s stepbrother was allegedly abducted by the accused and an accomplice following the shooting and held for approximately 21 hours. He was reportedly threatened with death if he informed police about what had happened.

It has also been alleged that the teenager came under pressure to take responsibility for his sister’s killing. The threats and intimidation reportedly created considerable fear within the family at a time when they were already dealing with the trauma of Saba’s death.

CLAAS-UK said allegations that relatives of a murder victim were abducted or threatened in an attempt to intimidate the family are extremely serious and must form an important part of the investigation. Victims’ families and witnesses must be able to approach the police and cooperate with an investigation without fearing for their own lives.

Law Minister Takes Notice

In a significant development, Federal Minister for Law and Human Rights Senator Azam Nazeer Tarar has taken notice of Saba Mehboob’s killing and contacted the Inspector General of Punjab Police.

The minister reportedly directed the authorities to conduct a complete and comprehensive investigation, examine all aspects of the incident and pursue the matter on a priority basis. He has also sought a comprehensive report on the progress of the investigation.

CLAAS-UK welcomed the intervention but stressed that it must now be followed by effective action, including protection for Saba’s family and bringing before the law anyone found responsible on the evidence.

Nasir Saeed, Director of CLAAS-UK, said: “I strongly condemn the brutal killing of Saba Mehboob. A young woman of just 21 has lost her life in the very place where she should have felt safest — her own family home. Her family has been left not only grieving her death but also living with fear and uncertainty.

“According to her family, Saba had rejected the unwanted advances of a man who had allegedly been harassing her. Every woman has the right to say no. No woman should have to fear harassment, violence or death simply because she refuses a man’s advances.

“What makes this case even more disturbing is what allegedly happened after Saba was killed. Her teenage stepbrother was reportedly abducted and threatened, while the family was left fearing what might happen to them if they pursued the matter.

“When the relatives of a murder victim are allegedly threatened or intimidated, their ability to seek justice is itself put at risk. The authorities have a responsibility not only to investigate Saba’s killing but also to make sure her family can pursue justice without fear of retaliation.”

Saeed welcomed the intervention of Senator Azam Nazeer Tarar but said the family now needs to see concrete results. “I welcome the intervention of Federal Minister for Law and Human Rights Senator Azam Nazeer Tarar and his direction to the Inspector General of Punjab Police for a comprehensive investigation.

“This is an important step, but it must now translate into effective action. The family needs protection, the investigation must be conducted without fear or favour, and everyone found responsible must be brought before the law. “No grieving family should have to fear for their own lives simply because they are seeking justice for a loved one.”

Wider Concerns Over Safety of Christians

Saeed said Saba’s killing has understandably caused concern within Pakistan’s Christian community and raises wider questions about the safety, security and access to justice of vulnerable religious minorities.

“Christians in Pakistan continue to experience discrimination, marginalisation and vulnerability, particularly those from poor and socially disadvantaged backgrounds. We have seen far too many cases in which Christian families feel powerless when confronted by people who are more influential or socially powerful.

“Unfortunately, there remains a deeply troubling perception among many Christians that they are treated as inferior citizens. Whether in the workplace, their communities or when seeking protection and justice, many poor Christian families feel that their voices carry less weight.

“This situation must change. Christians are equal citizens of Pakistan. Their lives are not worth less, their daughters are not less deserving of protection, and their families should not have to struggle harder than others to obtain justice.

“Saba was a young Pakistani woman and a member of the Christian community. She was entitled to the same protection of her life, dignity and security as every other citizen. Her family deserves the same protection and access to justice as any other family in Pakistan.”

CLAAS-UK said it is the responsibility of investigators to establish the precise motive for Saba’s killing and examine every relevant circumstance impartially.

The organisation said particular attention must also be paid to the alleged abduction and intimidation of her stepbrother. Threats against victims’ relatives or witnesses can seriously undermine an investigation and discourage vulnerable families from approaching the authorities.

CLAAS-UK Calls for Justice and Protection

CLAAS-UK has called on Punjab Police to conduct a full, impartial and evidence-based investigation, including the examination and preservation of relevant forensic, CCTV, mobile-phone and other digital evidence.

The organisation has also called for a thorough investigation into the alleged abduction and threats against Saba’s stepbrother and for appropriate protection to be provided to the family and any witnesses who may be at risk.

CLAAS-UK has urged the Ministry of Human Rights to continue monitoring the case and ensure that the Law Minister’s intervention leads to meaningful action and that the family is kept informed of progress.

Nasir Saeed added: “Saba cannot be brought back to her family, but justice can and must be done. Her family must not be abandoned to grieve while also living in fear.

“We hope the Law Minister’s intervention will ensure that this case receives the serious attention it deserves and that it does not disappear from public attention once the headlines have passed. “Those responsible for Saba’s killing, and anyone found to have participated in threatening or intimidating her family, must be held accountable in accordance with the law.

“Justice for Saba means establishing the truth, protecting her family and holding accountable everyone proven responsible through due process. It must also send a clear message to Pakistan’s Christian community that their lives, their dignity, their safety and their rights matter — and that the law is there to protect them too.”
