Trump- administration will be most helpful and crucial for making Tejaswi / RJD’s poll promise materialize (ii)- Federalism has no meaning if natural resources are not with the States
RJD Chairman Tejaswi Yadav made a poll promise that if his INDIA block comes to power every household in Bihar will get at least one government job within 20 months of coming to power but nay sayers are saying that from where government jobs & funds will come (as reported at https://www.indiatoday.in/india/story/one-government-job-for-every-family-tejashwi-yadav-big-promise-bihar-election-2800445-2025-10-09 and https://www.youtube.com/watch?v=x1Mt-qMCY4Y ). But it is not that difficult to create huge number of government jobs in Bihar as is being projected by nay sayers if RJD along with INDIA-alliance-partners work as mentioned below (i)- for federalism where minerals of BIhar will be under State Government and not under Union of India so that the natural resources of Bihar can be used for the benefit of the people of Bihar (ii)- Bihar government start mega government enterprises to mine the minerals and for producing saleable products like power from power plants etc which will create huge number of jobs in government service (iii)- to mobilize funds for these enterprises take massive international loans.
(1)- First of all Tejaswi Yadav / RJD should get moved (by the MPs of his party) a private member bill in the coming session of the Parliament for amending the constitution where the natural resources (minerals etc) will be in the State list and not in the Union List or Concurrent list . For this constitutional amendment, the RJD / INDIA alliance will get support from all other political parties which are in government in different States of India because every State wants to utilize their natural resources for the benefit of the people of their States. If the incumbent government at centre tries to oppose this constitutional amendment then all other political parties which want federalism can precipitate fresh midterm elections for Lok Sabha which they will easily win with two third majority if they contest it only on one issue of federalism ). Bihar is very rich in minerals (like Coal, Mica, Lime Stone, Quartz / Silica sand, Bauxite, Pyrite etc) hence once natural resources come exclusively under the State list of the Constitution Bihar government can create immense amount of jobs by exploiting these natural resources industrially.
(2)- Government jobs do not mean the jobs only in the government departments but it can be also in the government enterprises (Factories, mines, power plants etc) hence Tejaswi Yadav / RJD, once they come in power (which they will easily come if convince the people, as mentioned here, during election campaign that they will certainly provide one government job in each household of Bihar) should think of starting such Bihar government enterprises which will provide promised number of jobs to the people of Bihar.
(2)- For mobilizing funds for these Bihar government enterprises, government should mobilize massive international loans preferably with the help of the USA / Trump Administration and if not so possible then even from China (which will be glad to do so in order to get financial depth in India especially in its politically important State of Bihar by the model which is bound to be emulated by other States of India too).
(3)-Though there may be some difficulty in convincing Prez Trump to help in arranging massive loans for government enterprises because Prez Trump is in the WHite House who contested the presidential election as candidate of the Republican party which supports exclusive private capitalism and almost against state capitalism. But there is one silver lining that Prez TRump is not overly dogmatic and will agree to help Tejaswi Yadav / RJD in getting massive loans for the said government enterprises (like a power plant of 6,000 MW Capacity (as is the largest in China) which will sell electricity to other neighboring States of India and may be to other countries like Bangladesh) ) if told that these Bihar government enterprises will purchase most of their plants and machineries (for power plant, mining, construction etc) from the business and factories of the USA which will eliminate the trade deficit of the USA with India (which is angering Prez Trump the most) to great extent.
(4)- There is one more reason Prez TRump will help the Bihar government in getting massive loans especially for its coal based big power plants . (4)- The only thing Tejaswi Yadav / RJD will have to ensure is that these Bihar government enterprises work efficiently in profit so that they can pay back the loan amount preferably before stipulated time. For such to happen Tejaswi Yadav should understand that if some body (in the cabinet of his Bihar government) can't run even a factory properly then how will he / she run the government properly.
(5)- In order to ensure that these Bihar government enterprises run efficiently & profitably Tejaswi Yadav / RJD should launch the responsible trade unions, in these enterprises, affiliated to their party RJD.
(6)- Tejaswi Yadav / RJD should also be prepared to hugely benefit politically not only RJD but the political culture / practices of India from the massive fall-out in rest of India of this experiment in Bihar where other States would also like to provide employment in government enterprises to the people of their States in federalism and would like to derive benefit out of the experience of this experiment in Bihar.
Therefore in view of the above mentioned Tejaswi Yadav / RJD should not be discouraged by the nay-sayers instead should gird themself up for providing one government job to every household in Bihar which they can provide without much difficulty if (after getting natural resources of Bihar under the State of Bihar as per basic principle of Federalism through the said constitutional amendment) they start massive government enterprises with the funds from international loans which they can get with the help of Prez Trump if they deal with him intelligently and with due respect & credit to the POTUS.
