Corruption and substandard work in Sindh development schemes

LARKANA: December 31, 2009. (Nazir Siyal for PCP) As many as 193 ongoing schemes of Rs. 717.984 million have been vanished in the Provincial PSDP 2009-10 (Volume-V) and several other schemes of Sindh Developed Social Services (SDSSP), while the ADP schemes in the Education Sector (Elementary and Secondary) in Larkana district either made duplication or disappeared in the budget volume. According to the details, all mentioned schemes process of education facilities in the district has been hampered with enormous proportion and thus touched an stand still position against the tall claims of the government for the revamping the education system in Sindh. Sources told that, out of these schemes 52 are those of up gradation of primary schools to middle schools, (among them 21 units), which the introduction of computer Education in existing middle schools (6 units) and the construction of two roomed shelter-less primary schools (25 units). All these units are ongoing schemes since the ADP 2007-08, which were approved at an estimated cost of Rs. 107.412 million for district Larkana and that 40 percent work had also been carried out for the purpose sources disclosed. Simultaneously, 141 ongoing secondary education schemes costing Rs. 610.572 million have been kept disappearing from the current fiscal years ADP in Larkana district. They included 22 units of up gradation of Middle schools to High Schools and High Schools to Higher Secondary Schools (14+8), 92 units of addition of classrooms (39 construction of Lab and Libraries), 44 in existing Secondary and Higher Secondary Schools, 08 units of up gradation of Middle Schools to High Schools. As the 04 units of construction/reconstruction of existing High/Secondary Schools, 12 Units of rehabilitation of existing High/Higher Secondary Schools and 03 units of the establishment of single section High Schools in district Larkana. These disappearing schemes are of ADP 2007-08 and ADP 2008-09, despite the fact that Rs. 40.050 million (22%) expenditure already had been incurred on their so far. It is pertinent to be mentioned here that the evidence of corruption involved and substandard work have been found and exposed the poor work carried out by the contractors engaged by the Education works and services department Larkana. The PPP leaders and workers, civil society and large number of people of Larkana district have demanded a complete investigation on the ongoing corruption involvement of the Engineers, SDOs, and other concerned. They also demanded complete and impartial enquiry into the embezzlement of millions of funds in the Education development department.
